Social care worker abroad: where your registration can lead
Social care work is a regulated profession in Ireland and nowhere else on our map. How CORU registers it, and what the other four countries offer.

Social care worker is a regulated profession in Ireland, with its own board and its own register. None of the other four countries we file in regulates a title that matches it.
That makes Ireland the single route our registry records. This post explains how that route works, and what the other countries do have, labelled for what it is.
Ireland’s own profession
CORU, the Health and Social Care Professionals Council, registers social care workers through the Social Care Workers Registration Board. Applicants are assessed against the board’s Standards of Proficiency for Social Care Workers.

Ireland also opened its employment permit system to the role. Social care work was removed from the Ineligible Occupations List in December 2023, so a permit route is now open.

That is the government’s labour-market decision, and it sits apart from CORU’s register. An employer and a permit are one question; your registration is another.
One application, two decisions combined
For most professions, CORU recognises a qualification first and registers the person afterwards. Social care work is different:
Recognition and Registration have combined processes in order to streamline the application process for Social Care Worker applicants.

CORU calls it the combined Recognition / Registration (S38) application. You still meet every requirement of both stages; they simply run as one file.
The steps inside it follow CORU’s usual order. You check eligibility, read the standards, build a profile on the portal, and upload certified documents with verification forms signed by your college and the authority that lets you practise. Then come the eVetting form, a statutory declaration, and assessment by two experts who recommend a decision to the board.

What CORU reads
Social care workers are not on CORU’s Fast Track list of commonly aligned qualifications. Every overseas application takes the full assessment.

Where the training does not line up with the standards, the board can require a period of adaptation or an aptitude test before you are registered. Your course content and placements are what the assessors compare. Refusal happens only in limited circumstances, and CORU’s recognition policy lets certain decisions go to the Appeal Committee of Council.

For English, CORU names no OET for this profession. The usual evidence is IELTS Academic at 7.0 with no element below 6.5, a Cambridge Advanced certificate at grade C, or one of its exemptions, such as a letter from your university confirming you were taught and assessed in English.

If social care is not regulated in the country where you qualified, CORU asks for proof of professional practice instead of a registration certificate. Plan for that form early; it relies on people who supervised your work.

CORU’s social care register held 4,501 people at the end of 2025, up from 1,141 a year earlier. Statutory registration for the profession is still new, and the register is still filling.
International social care workers recognised by CORU in 2025
14 applicants recognised
Social care workers · 2025
Fourteen overseas qualifications were recognised that year. The board is still early in reading international files, which is one more reason to send a complete one. Physiotherapy, by comparison, had 822 recognised the same year. On a board that sees few overseas social care files, each placement hour and each supervisor’s letter does more of the explaining.
What the other four countries offer
None of these is a registration route our registry records for this profession. Each is a demand fact for a nearest equivalent, and we label it that way.
- United Kingdom. The Health and Care Worker visa lists SOC 6131, the nearest equivalent care role.
- Australia. The 2025 Occupation Shortage List rates aged and disabled carers, the nearest equivalent, in shortage.
- New Zealand. Not on the Green List; a separate Care Workforce visa applies.
- Canada. NOC 42201 is in the Express Entry healthcare category.

In Canada, Ontario’s college registers social service workers, the nearest regulated equivalent, through an equivalency application. Its own words set the terms:
The College will review an applicant’s education to see if it matches (is equivalent to) the content of a social service work diploma from an Ontario College of Applied Arts and Technology (OCAAT). An applicant’s work experience will also be considered, but it cannot replace the required education.

The route runs through a WES or ICAS credential report, a threshold review, and a secondary review of education and supervised experience together; from fall 2027 an entry-to-practice exam becomes the last step.

We have read that route but not recorded it as one of ours. It is a different occupation in a different system.
Before you apply
- Check which board you belong to. CORU has separate registration boards for social care workers and social workers. A social work degree goes to the Social Workers Registration Board, not this one.
- Put your placements in writing. Settings, client groups and hours, signed by the people who supervised you.
- Allow for vetting. The eVetting invitation form (NVB1) and, where relevant, criminal clearance certificates are part of the file, not an afterthought.

What to do first
- Ask your college for a course description and the details of every placement, with hours and settings.
- Get letters from supervisors who can confirm your practice, in case CORU asks for proof of it.
- Collect your degree, transcripts and identity documents, and check the name matches on each.
- Decide whether your English evidence will be a test or an exemption letter.

What we do
How Credentis Global helps with this route
You trained. We file. The regulator decides. Here is what that means for your file.
Your fit, read before anything is filed
we read your degree, transcripts and experience against the regulator’s published standard first, so you know where the file is strong and where it needs evidence.
Every document, in the order the regulator reads it
Each item is checked against the regulator’s own list: names matched to your passport, hours in writing, copies certified by the person the list names.
One portal, and a person who answers
Upload your documents, see every stage of the file and message us in one place. The person who replies is the specialist preparing your file.
We prepare and file. The regulator decides.
Your application goes in from your own regulator account with every page prepared, and every query is drafted against the regulator’s exact question.
One specialist owns your file
The specialist who reads your documents builds the file and answers the regulator’s queries. You always know who has it, and you pay the regulator directly.
