Physiotherapist to the UK: the HCPC route, step by step
The HCPC international route for an overseas-trained physiotherapist: certified copies, the proficiency mapping, English, and the first decision.

The HCPC application form looks short. A handful of sections, a declaration, a submit button. Physiotherapists who treat it as a form to fill in an evening are usually the ones who get asked for more.
The work sits in two places the form only hints at: certifying every copy correctly, and mapping your training against the HCPC’s standards of proficiency. This post follows the international route in the HCPC’s own order, with the effort placed where the HCPC places it.
Are you on the international route?
The HCPC’s international route has three conditions. You trained and qualified outside the UK, your qualification relates to one of the HCPC professions, and you have not been registered with the HCPC before. The first condition, in the HCPC’s words:
You must have undergone training outside the UK, and attained a qualification delivered outside the UK.

Physiotherapist and physical therapist are both protected titles in the UK. You may only use them once you are on the register.

Of the eight professions on this site that the HCPC registers, physiotherapy is the largest, and the one that has drawn most heavily on the international route.

Certify before you upload
Every copy you send must be correctly certified by a person of standing in the community. Anything not in English needs a certified copy of an official translation. Uploads must be machine-readable.

Certification is where avoidable delays begin. A copy certified by someone who does not fit the HCPC’s description, or a scan too faint for a machine to read, sends the file back before anyone has looked at your training. Read the HCPC’s certification guidance before you book anyone’s time, and keep a clean scan of every certified copy.
The application, section by section
You create an account and start a new international application online. It has these sections:
- Your details
- Your qualification
- Professional experience
- Professional registration and membership
- English language proficiency
- The standards of proficiency mapping document
- Declarations

The documents behind them are proof of identity and address, the course information form with your qualification certificate, your certificate of English language proficiency, the mapping document and the declaration.

The mapping document carries the most weight. It is where you show, standard by standard, how your training and experience meet the Standards of proficiency for physiotherapists. Write it yourself, from your own syllabus and practice. The HCPC runs plagiarism and AI checks on applications, so borrowed wording works against you.
English for physiotherapists
Unless the qualification that first let you practise came from a country on the HCPC’s list of English-speaking countries, you need a test taken at an official centre, not at home. For physiotherapists the HCPC accepts:
- IELTS Academic or General: 7.0 with no element below 6.5
- OET (Physiotherapy): 1400 with no element below 300
- TOEFL iBT: 100/120 if taken before 21 January 2026, or the new band scores for tests taken on or after that date

What the HCPC does with your file
Once you submit, the HCPC checks that the application is complete and correctly certified. It runs its plagiarism and AI checks, assesses your education, training and experience, and verifies what you have told it.

Our registry rates the route Medium. In its own words, that means document review plus a moderate assessment step, such as syllabus or portfolio scrutiny.

Three possible first decisions
The HCPC emails its first decision. It is one of three:
- Successful. You meet the standards of proficiency and are accepted to the register.
- Test of competence. The HCPC needs more information and asks you to take a structured professional discussion with two registered professionals.
- Unsuccessful. The HCPC emails its reasons with a Record of Assessment.

A refusal is not the end of the road. You may reapply, and panel decisions carry a right of appeal:
All applicants and registrants have the right to appeal decisions made by a panel.

Physiotherapists are eligible for the Health & Care Worker visa, under SOC code 2221. Registration comes first; the visa follows it.

What to do first
- Confirm the three eligibility conditions apply to you
- Find a certifier who fits the HCPC’s description of a person of standing, and check one copy first
- Ask your college for the syllabus of your batch, with hours per subject
- Draft the standards of proficiency mapping in your own words
- Book an HCPC-accepted English test at an official centre
- Check your name is spelt the same on every document
